U.S. District Chief Judge Gerald \u201cJerry\u201d Rosen \u201973<\/strong> is being credited with playing a key role in Detroit\u2019s historic bankruptcy case, settled Nov. 7, when U.S. Bankruptcy Judge Steven Rhodes approved the city\u2019s restructuring plan.
